PPI4cities policy recommendations

🌍 Across the Baltic Sea Region, public procurement of innovation (PPI) is increasingly seen as a key tool for modernising public services and boosting competitiveness. The PPI4cities project with partners from six BSR countries, led by the Lithuanian Innovation Centre (LIC) and co-funded by Interreg Baltic Sea Region, shows that while policies are evolving, real-world uptake is still uneven due to structural, institutional and financial barriers.

🏛️ Fragmented governance, limited coordination, low awareness and a lack of funding and risk-sharing mechanisms continue to hold back municipalities, even though they are crucial for introducing innovative solutions.

🚀 At the same time, strong practices exist: Finland’s mature ecosystem, Estonia’s centralised innovation support, Lithuania’s GovTech Lab, Germany’s KOINNO and Denmark’s CO-PI all demonstrate how skills, collaboration and partnerships can be built effectively.

🤝 By aligning strategies, sharing knowledge and using platforms like ppi4cities.eu, BSR countries can turn PPI from a pilot activity into a sustainable driver of smart, resilient and innovative cities. Check out the PPI4cities policy recommendations to find out what we learned during the project.
